Visiting Fellow: Mr David Broucher.

David Broucher has been a Visiting Fellow at MCIS since March 2006.

David was the British Permanent Representative to the Conference on Disarmament from 2001 to 2004. During this time he also led the British Delegation to the Non-proliferation Treaty Preparatory Committees, the Biological Weapons Convention Review Conference and the UN General Assembly's First Committee. He previously served as British Ambassador to the Czech Republic from 1997 to 2001. He retired from the British Diplomatic Service in October 2004, and for much of 2005 he worked for President Bazescu of Romania on ensuring Romania's accession to the EU. He currently divides his time between his arms control work with MCIS and a project with Birmingham University to prepare Macedonia for EU accession.
